Fire is only one of the emergency types that can occur in a place of work. Large and small work places alike experience on type of emergencies be they fires, medical emergencies, chemical spills, toxic releases, explosions and various other incidents . Companies use preparedness plans to prevent (pre-fire plans or pre-incident plans) to protect employees from fires and other emergencies and to prevent the loss of property whether large or small and we at  the University of North Carolina Agricultural and Technical State University are no exception. The two necessary elements of an emergency preparedness plan are; An emergency action plan which details what to do when an emergency occurs and an emergency prevention plan which describes what o do to prevent any emergency form occurring. These two elements are off course inseparable and overlap one another however, for the purposes of this discussion the subject subdivides into even smaller more manageable subtopics.


Emergency evacuation plans can be complex depending on the kind of facilities they are meant to serve. Each facility consists of a wide range of interrelated components of services and operational service units. This is a diversity that is always reflected in the extensiveness of the distinctive nature of rules, regulations and codes of conducts and the overseeing of the emergency evacuation facility construction and management (Domenico, 2008). Concerned parties must therefore ensure that they acquire the right knowledge of the design process and right design features in order to realize safety and effectiveness of such facilities

Each of the broad scope and constantly changing functions of an  evacuation facility are also inclusive of complex electrical mechanical and telecommunication systems that necessitate for expert know-how.No single person can claim to have a complete know-how and that’s where experts come in planning and design of such facilities. The functional units of an emergency evacuation facility plan can have reasonably contending parts and imports. Therefore, there should be a balance between the state of affairs in such facilities and preferences of individual persons in the backdrop of a compulsory wants, actual purposeful needs (such as management of internal traffic), inter-departmental relations and monetary standing of the organization.

Besides a wide range of services that the facility in question supposedly should serve and sustain, it must also play the role of supporting different stakeholders and users. The ideal design process involves a number of players among them the owners and staff. The demand for creation or growth of an emergency evacuation facility must be a deliberate process that should involve an effort to combine human, managerial and financial capital for the central values of thethe communities they serve, in our case here the  (Colonna, 2001) The ultimate goal of this Planning of what I will herein refer to as the emergency evacuation facility will therefore be; “To revamp the campus evacuation plan and to reinvent the resident hall and academic building emergency evacuation plans since the ones
that are currently in place are not to code (per the 2009 N.C. State
Building Code on Fire Prevention and to instill the same into to the surrounding community. The outcome intended in this process should be; an emergency facility unmatched by any other in the surrounding areas; one that does not depend on the loc of al government council for support during emergencies, but one that functions on the basis of focusing on prevention of emergency situations and an  evacuation plan that focuses fully one  the  wellbeing of the communities in order for them to feel safer.

This description, drawings and documentation pertains to the design and construction projections of the new the new emergency evacuation facility. The vision of this planning includes the construction of an additional modern  evacuation plan revamping the already existing one and it will involve site and technical improvements and interior remodeling within one of the existing evacuation buildings (OSHA, 2001).

The current facility houses the whole emergency evacuation facility, with specialty sections. However it is outdated and does not cater for adequate emergency volume requirements. It also has a lack of space for evacuation procedures to take place efficiently and offer its service to the community. The new emergency evacuation plan will provide the community with a modern facility twice as large as the former one; this will be a more efficient facility in terms of layout; with more getaway sections and increased number of people served. This will provide an environment better suited for provision of efficient and much needed evacuation procedures.

This document will be called the University of North Carolina Agricultural and Technical State University facility emergency plan or the plan. It identifies persons responsible in an emergency within the facility and also includes hazardous material releases and threatened releases and recommended procedures for response in the case of an emergency.  All faculty, staff, students, tenants and long-term guests of the North Carolina Agricultural and Technical State University should be familiar with important elements of  the plan such as

Evacuation routes, exit points, where to report for roll calls after evacuation processes in an emergency and the exit points of the entire Campus, when and how to evacuate a building and the campus if need arises, how to locate emergency supplies, materials and stations that may be needed in an emergency such as fire extinguishers and alarms and first aid kits, proper procedures for summoning emergency assistance at all hours, emergency responsibilities such as being a roll taker or floor monitor during evacuation, and potential exposure to hazardous materials or processes in and around the work areas and also means of protecting oneself in the Event of an emergency  (Division of Child Development, 2004)

Copies of the plan will be kept in the operations and management main offices and at the offices of environment, health & safety, university hall North Carolina. An electronic copy will be send to all tenants and department managers and they are required to familiarize themselves with the contents of the plan. The department safety coordinators of all tenant units are responsible for training their staff assigned to work and keep training records. Non tenants have an option to adopt the plan or to prepare their own emergency plan which should be consistent with the plan and submit it to the EH&S and facility manager. An emergency plan for a non tenant should comply with all applicable regulations. The Plan will be submitted to the county of Greensboro, North Carolina the Certified Unified Program Agency (CUPA) as part of the Business Plan documentation. Copies of the Plan are made available to contacts for each tenant or unit department at North Carolina Agricultural and Technical State University for informing and training staff. A copy of the Plan is also given to each non-UC RFS tenant for their reference.

2.DESCRIPTION OF THE FACILITY: The North Carolina Agricultural and Technical University is occupied by various departments/units with employees and students in research and teaching laboratories for engineering, structural, chemical and biological studies, a major library repository, and related support and administrative units. A few older buildings on the facility are not occupied by staff but used for storage. A number of non-UC tenants lease space at the facility.

3.FACILITY ZONES To facilitate emergency management the buildings in this facility will be  grouped in smaller clusters of several buildings called zones. We suggest a total of 17 zones (Zones A to Q ). Each will have its own zone emergency contact and alternate and they are responsible for ensuring that the occupants of the buildings in their zones are evacuated from the buildings in an emergency.


In a major emergency a facility evacuation may be required. In this event, all occupants should assemble first at their own Zone Assembly Areas and Zone Emergency Staff or alternates will lead the groups to the Facility main Assembly Area or a designated alternate location. The primary evacuation assembly area for each zone will be listed in the facility diagram showing the different zones. Building numbers will also be  shown on this diagram, the main assembly zone  is located a little above and between Zones. From these zone assembly areas, responders will then lead occupants to appropriate exits from the facility. The facility evacuation diagram and will show this

MEDICAL AND RESCUE DUTIES FOR EMPLOYEES No employee has been assigned medical or rescue duties specific to emergency situations at the Campus. Employees may have volunteered in the past and been trained for rescue by the Office of Emergency Preparedness for campus emergency situations (e.g. A large earthquake).

• Fire alarm bells – These are low-pressure alarms connected to the zone sprinkler system but not to the fire department or the SPO.

• Emergency evacuation alarms – These are four sirens with a high-pitched warbling sound in Building no. They are manually activated by a switch located in the hallway of Building no. A fire company that will supply the equipment will be doing the testing.


• Buildings in these zones do not have alarm systems.


• Automatic fire alarm system – This system is linked to smoke detectors in the buildings. It is a warbling sound accompanied by flashing strobe lights and signals evacuation of the facility. The enunciator system is in Room 1 on the first floor of the Phase I. An automatic signal is sent to the UC Greensboro Police Department, which contacts the North Carolina Fire Department and the N.C Agricultural and Technical SPO.

• Manual hand pull alarm system – These are pull stations identical in sound to the automatic fire alarm system that are pulled by anyone nearby. Two pull switches are located on each floor in the stack areas; another five are in the Support Area of Phase I. The manual alarms are enunciated in Room 2

• Dual public address system – This can be channeled through internal telephone lines, or through the existing alarm systems. This can be used to announce an evacuation, and can be activated by two independent routes, through the building’s telephone service, by dialing a coded extension number, or through a Miritone system controlled in Room 2. This alarm has the same sound as those that are activated by the fire alarms.

• HVAC Alarm System - This system warns of failures of humidity or temperature control systems. A warning light is activated in the lobby of the Phase I Building, but there is no audible alarm. • Intrusion Alarm – This system is activated by the opening of outside doors indicating an intrusion. The system is automatically transmitted to the UCPD Dispatch which contacts the SPO. A report indicating the affected area or door is automatically printed. ZONE G • Automatic sprinkler alarm system that is activated by low water pressure. This is a signal for evacuation. ZONE H, P

ZONE I (Laboratory)

• Buildings in these zones do not have alarm systems.

ZONE J, K, and L

• Buildings in these zones do not have alarm systems.


• Automatic fire alarm system – Building 1 has an automatic alarm system that is linked to smoke detectors in the buildings. It is a high pitched horn sound accompanied by flashing strobe lights and signals evacuation of the facility. An automatic signal is sent to the UCPD, which contacts the Greensboro Fire Department and the SPO.

• Manual hand pull alarm system – These are pull stations identical in sound to the automatic fire alarm system that are used by anyone nearby. Four pull switches are located on the first floor near each exit; another is located on the second floor near the rear exit.

• Buildings in these zones do not have alarm systems.


 EMERGENCY NOTIFICATION PROCEDURES When you call 911 from to request emergency assistance, you will be connected to the City of North Carolina Dispatch. Request the dispatcher to notify UCPD, If you one trying to reach out via a mobile phone. Emergency assistance can also be obtained by calling UCPD directly or the Greensboro Security Police Officer (SPO) Call from a safe location and remember to: • Stay calm. • Be prepared to answer the following questions:

1. Who are you? (your name, phone number and location)

2. Are you in a safe place?

3. What is the emergency? (fire, medical, hazardous material, etc.)

4. Where is the emergency located?

5. When did it happen?

6. How did it happen?

• Gather any other information that may be useful for the emergency responders (e.g. Are there any injuries involved?). • its advisable that one should not hang up unless advised by by the dispatcher. You do not need to know the answers to all of these questions, but quickly gather as much information as you can. Give a telephone number or safe location where the emergency responders can call or meet you, and wait for the responders at that safe location.

EVACUATION PROCEDURES A building occupant is required by law to evacuate the building when the inferno alarm sounds or is told to evacuate by the SPO, zone coordinator, facility emergency staff or other emergency responders. When evacuating your building or work area: • Stay relaxed, do not make haste decisions, and do not be frightened. • Safely stop your work. • Gather your personal belongings if the situation allows. Use the nearest safe stairs and advance to any adjacent exit. Avoid using lifts. • Advance to the selected Zone Emergency Assembly Area (EAA) and contact the roll taker or Zone Coordinator to report the incident. Diagrams are located at the main entrance of your building. Be familiar with them before an emergency. • stay relaxed and Wait any directives from disaster responders. •  one should not return to the work area or building or unless advised by the emergency responders. 3. FIRE PROCEDURES A building occupant is required by law to evacuate the building immediately the fire alarm rings or is told to evacuate by the SPO, zone coordinator, facility emergency staff or other emergency responders. If there is a fire in your work area:

• First, notify the fire department by pulling the pull station (if present) and (from a safe distance) calling 911 to provide details of the situation.* If you have been trained in the use of a portable fire extinguisher and are able to safely extinguish the fire, you may do so. Be sure you have a safe exit from the area and leave if one extinguisher does not put out the fire. * Evacuate the building as soon as the alarm sounds and proceed to the designated Zone Emergency Assembly Are. * On your way out, warn others nearby. * Move away from fire and smoke. Close doors and windows if time permits. * Touch closed doors. Do not open them if they are hot. * Use stairs only; do not use elevators. * Move well away from the building and go to your designated evacuation assembly area. * Do not return to the scene or work area unless one is instructed by the people in charge of the situation. If there is a fire in your building: • Follow evacuation procedures as soon as you hear the fire alarm sound or are told to evacuate.

FIRE PREVENTION PROCEDURES To prevent fires from starting, buildings at N.C Agricultural and Technical University maintain a good housekeeping policy, which includes: • Storing flammable and combustible materials in an approved manner. • Avoiding accumulation of flammable and combustible materials in work areas. The Campus Facility Manager or his designee works with the Campus Fire Prevention Division at EH&S to ensure that there is no excess accumulation of flammable and combustible materials in this building. Custodial services are provided to this facility by the Custodial Services which is part of the Operations and Facilities Management. A schedule of custodial services in facility may be acquired by calling the above provider. The above provider also maintains fire extinguishers, fire alarm systems, and fire sprinkler systems where appropriate in this facility and to keep them in good working condition.

POTENTIAL FIRE HAZARDS Following are the potential* fire hazards identified at the N.C Agricultural and Technical University:

• Combustible materials (e.g. Paper, cardboard, wood, etc.)

• Flammable/combustible gases in laboratories and shops

• Flammable/combustible solids in laboratories

• Flammable/combustible liquids in laboratories and shops.

Locations of hazardous materials are indicated on the door signs throughout the facility. More information about hazardous materials used or stored in this facility can be obtained by calling the Chemical Inventory Coordinator. Fire hazards are controlled by proper storage and housekeeping procedures.

EARTHQUAKE PROCEDURES In case of an earthquake: INSIDE THE BUILDING: • Duck under the nearest sturdy object and hold onto it until the shaking stops. If you are not near a sturdy object, make yourself as small as possible and cover your head and neck. • If you stand in a doorway, brace yourself against the frame and watch out for a swinging door or other people. • Avoid windows, filing cabinets, bookcases and other heavy objects that could fall or shatter. • Stay under cover until the situation subsides, and then leave the building. • If it is harmless to do so, stabilize any laboratory procedure that could lead to further danger. (For instance, turn off Bunsen burners or electrical equipment.) OUTSIDE THE BUILDING: • Move away from trees, signs, buildings, electrical poles and wires. • Protect your head with your arms from falling bricks, glass, plaster, and other debris. • Move away from fire and smoke.• Proceed to the Zone Assembly Area if safe, or proceed to a pre-designated alternate assembly area. Check in with your Roll Taker(s) to let them know you are all right • Stay alert for further instructions.

CIVIL DISTURBANCE/DEMONSTRATION PROCEDURES Most campus demonstrations are peaceful and people not involved should attempt to carry on business as usual. Avoid provoking or obstructing demonstrators. Should a disturbance occur within this facility, or seems to threaten the occupants of a building or several buildings, immediately call the SPO or the UCPD and take the following actions: • Alert all persons in the area about the situation • Lock all doors and windows • Close blinds to prevent flying glass • Your department may decide to cease work operations • If necessary to evacuate, follow directions from the SPO or emergency responders. If evacuation occurs, meet at the location designated as your Zone Emergency Assembly Area and wait for additional instructions and information.

CRIMINAL OR VIOLENT CONDUCT Everyone is encouraged to assist in making the N.C Agricultural and Technical University a protected area by being alert to doubtful situations or persons and reporting them as outlined below. If you are the victim of, or are involved in, any violation of the law such as assault, robbery, theft, overt sexual behavior, etc., do not take any unnecessary risk. Notify the SPO or UCPD as soon as possible and varnish them with the following details: • character of the occurrence • site of the event • Description of the person(s) concerned • Description of the property involved. If you witness a criminal act or notice person(s) acting suspiciously on campus, immediately notify the SPO or UCPD. If the conditions are life frightening, call 911 or UCPD. Assist the SPO or emergency responders when they arrive; ask others to do the same.

EXPLOSION OR BOMB THREAT PROCEDURES A suspicious-looking box, package, object or container in or near your work area may be a bomb or explosive material. Do not handle or touch the object. Relocate to a secure area and call the SPO or University Police immediately. Use a telephone in a safe area. Do not operate any power switch, and do not trigger the fire alarm where the suspicious object is located. If there is an explosion: • Take cover under sturdy furniture, or leave the building if ordered by emergency responders. • Stay away from windows. • Do not light matches. • Move well away from the site of the hazard to a safe location. • Use stairs only; do not use elevators. • Call 911 from an office or public telephone. Follow “Emergency Notification Procedures”. • Stay calm and keep your voice calm. • Pay close attention to details. Talk to the caller to collect as much details as possible. • Take notes. Ask questions: —When will it blow up? —Who is the target? —Why did you plant it? —What is your address? —What is your name? • Observe the caller’s: —Speech patterns (accent, tone) —Emotional state (angry, agitated, calm, etc.) —Background noise (traffic, people talking and accents, music and type, etc.) —Age and gender • Write down other data: —Date and time of call —How threat was received (letter, note, telephone) • Call the SPO (665-3568 or 665-3441) or UCPD (642-3333) and submit your notes from the telephone call or the bomb threat (letter or note) to the SPO or UCPD • Follow the SPO or University Police instructions. If you are told by emergency responders to evacuate the building, do the following (see “Evacuation Procedures”): • Check your work area for unfamiliar items. Do not touch suspicious items; report them to responders. • Take personal belongings when you leave. • Leave doors and windows open; don’t turn light switches on or off. • Use stairs only; do not use elevators. • Move well away from the building and follow instructions from emergency responders. 10. HAZARDOUS MATERIALS PROCEDURES If you witness a hazardous material spill, evacuate the spill site and warn others to stay away. Call 911 from a facility or public telephone if you believe the spill may be life threatening. If the spill is not life threatening, follow the procedures outlined below. If you are a hazardous material user, you should be trained by your supervisor on proper use and storage of hazardous materials. This training should include hazard information, proper procedures for preventing spills, and emergency procedures when a spill happens. If as a user you spill a hazardous material or materials: • Leave the area of the spill first and proceed to a safe location nearby. Then assess if you have the proper training and protective gear to clean up the spill. • If you are able to clean up the spill, follow proper cleanup procedures and use proper personal protection. Manage the generated waste as appropriate. Consult your supervisor if necessary. • Isolate the spill area to keep everyone away, and post signs as necessary. • If you require assistance to clean up the spill: — during normal business hours (8 AM-5 PM, M-F), call Environment, Health & Safety (EH&S) directly. During off-hours, call UCPD . UCPD will call EH&S. • If you suspect or witness a release of a hazardous material to the environment (air, water, ground) call the SPO or UCPD. The SPO or UCPD will notify EH&S. 11. UTILITY FAILURE In case of a chief utility failure, notify RFS Operations and Facilities Management. Before 8AM and after 5PM or on weekends and holidays, notify the SPO University Police. Evacuate the building if necessary. A main power loss may in itself not be destructive, but a possible resulting panic or fire could endanger life and property. Panic can be partially avoided by an immediate decision on the need to cancel classes or meetings in progress or to evacuate the building. ELEVATOR FAILURE (WHERE APPLICABLE) If you are trapped in an elevator, use the emergency telephone to call for assistance. The emergency contact for elevator repairs is Ron Cooke. If the elevator does not have an emergency telephone, turn on the emergency alarm (located on the control panel) to summon for help.

FLOODING/PLUMBING FAILURE If flooding occurs (due to a plumbing failure or other problem): • Cease using all electrical equipment. • Notify the SPO or N.C Agricultural and Technical University Operations and Facilities Management. If necessary, evacuate the building GAS LEAK If you smell natural gas: • Cease all operations immediately. • Do not switch lights on or off. • Notify the SPO or UCPD • Evacuate the building  STEAM LINE FAILURE In case of a steam line failure: • Notify the SPO or N.C Agricultural and Technical University Operations and Facilities Management • Evacuate the building. VENTILATION PROBLEM If odors come from the ventilation system: • Immediately notify the SPO or N.C Agricultural and Technical University Operations and Facilities Management. • If necessary, cease all operations and evacuate area (see “Evacuation Procedures”). • If smoke is present, activate the fire alarm system (where present) by pulling the pull station and call 911 from a safe location.


SUPPLIES Be prepared for emergencies. Keep an emergency kit in your work area that is easy to carry out to the Emergency Assembly Area (EAA) when evacuating the building. Emergency kit supplies or refills can be purchased from some hardware stores or from emergency supply stores on the internet. The following supplies are recommended for your personal kit: • Drinking water (1 gallon a day, 3 days’ supply recommended) replace quarterly • Food (kept airtight in pest-proof packaging and replaced annually) • Flashlight and extra batteries • Utility knife • Personal first aid kit with any special personal needs included (prescriptions, prescription glasses • Sturdy, comfortable shoes and clean socks • Space blanket (a standard blanket is okay if space and weight permit) • Light sticks • Heavy duty work gloves • Cash (some in quarters) • Sanitation needs (such as tissue paper, small bottle of bleach, plastic bags, plastic bucket) • Duct tape and/or barrier tape • Large sheets of paper, markers, pens and pencils • Whistle • Campus and area maps Customize your personal emergency kit with your own prescription medicine and glasses.

TRAINING AND DOCUMENTATION Training is an integral part of the safety program for your building or zone and it is the responsibility of each department to ensure that all their employees are trained on The Plan. It is the responsibility of the occupant to become familiar with The Plan, and to attend training(s) given by their department or other appropriate campus departments such as the EH&S or OEP. The Department Safety Coordinator (DSC) and Department Safety Committee make The Plan and other safety information available to department employees. Training is initially required upon work assignment to the facility. Department employees should get documented refresher training on the contents of The Plan if there are changes or when deemed necessary. Other training recommended for building occupants are CPR, first aid, and fire extinguisher training. For information on CPR and first aid training, call OEP. The department can request fire extinguisher training from EH&S. Annual refresher training is recommended. 3. DRILLS Building evacuation drills and facility evacuation drills are optional (with the exception of the residence halls). If you wish to conduct a drill in your zone, contact your zone representative or emergency contact. The campus Fire Prevention Division at EH&S can help you in your planning. Call EH&S at for more information. Become familiar with your evacuation routes, exits and assembly area by concentrating on the diagrams provided in this document. If you have concerns see the Facility Manager or his designee or your DSC. You can also call EH&S and the Office of Emergency Preparedness or OEP with your safety and emergency preparedness concerns.

SECURING BUILDING CONTENTS Experts claim that more than 90 percent of earthquake-related injuries do not come from collapsing buildings but from objects inside the building which fall on people (or from windows shattering and causing lacerations). Also, these objects will be damaged themselves, leading to expensive replacement costs after the quake. Therefore, it is in your best interest to spend a little effort now to prevent this from happening. You will need to physically secure shelves, computers, wall hangings, equipment, etc. In most cases, as a part of your department’s General Safety Inspections (required by the written Injury and Illness Prevention Program), the following items are checked. You may conduct your own inspection of your work area. The main things to look for are: • Shelves or cabinets that are not bolted to the wall. • Computers or typewriters on desks. • Objects on shelves that may fall (even a 3-ring binder, if thrown with force, can cause significant injury). • Freestanding objects which do not have a high enough base: height ratio to be “fall proof” (e.g., a tall filing cabinet). • Desks or seating areas directly under plate glass windows. • Heavy hanging pictures, mirrors, or plants. • Cupboards or cabinets without secure “automatic” latches. • Objects on wheels which are not locked in one position (e.g., an audiovisual cart). • Heavy, breakable items not on the lowest possible shelves. • Water heaters which are not strapped to the wall. • Doorways that might be blocked by falling objects. The plan shall be developed considering three scenarios of evacuation namely;

-In-place evacuation: Keeping students, staff and other employees in place but securing the institution for the emergency at hand.

-On-site Evacuation- Movement of people out of the affected buildings and relocating them to other areas on campus

-Off-Evacuations –Movement of part or all people off campus to another designated area or areas.

These plans shall also include: Authority, Evacuation routes, Evacuation events, Evacuation of those with disabilities, gathering points, personnel accounting and the assignment of responsibilities

Further planning shall also be done to include the following; a medical post, a triage post, transportation, communication, shelters food/clothing, retention records, assessment of the cost of evacuation, rescue plans and cleanup (DEPARTMENT OF HEALTH AND HUMAN SERVICES OFFICE OF EDUCATION SERVICES:POLICIES AND PROCEDURES, 2009).

The University Director shall be presented with the completed plan for review and approval. The plan shall be reviewed annually and updated as needed. a summary copy of this plan shall also be forwarded to the local fire Department and the local Emergency Management Agency and each Employee and students at the University shall be familiarized with the plan through training of his/her responsibility within the plan annually. New employees and students shall be given a copy of the review during their orientation period. Floor plans shall be developed for each area and posted in public places showing exits and paths of direction for the flow of traffic. Copies of the floor plan shall be given to the local fire department and the local emergency management agency. Fire drill will be held monthly. Tornado drills should be held on an annual basis and scheduled for severe weather periods awareness week (usually the first week of March of each year), and will be sponsored by the National weather service and the North Carolina Emergency Management Division. Where there are power generators, they will be tested at least every fortnight and all the other emergency equipment will be tested at specific predetermined periods.

Emergency Procedures and Evacuation


The safety of students and employees at the North Carolina Agricultural and Technical StateUniversity is of the e highest priority in this plan the purpose of which is to provide procedures to be followed by students and staff to ensure their safety in case of an crisis. In the event of an emergency, the North Carolina Agricultural and Technical State
University Director will be notified immediately or as soon as will be possible concerning the situation and the response that should be taken concerning it. In the event of an emergency, the of North Carolina Agricultural and Technical State
University facility Director will or designee may require that all staff members on duty should remain at work or return to work until such a time when the situation is no longer considered an emergency.


In an event of fire, the following measures will be taken; the area will be evacuated (always stay low as smoke and heated gases collect near the ceiling), activate the fire alarm (Installation of fire alarms and other modern fire prevention and firefighting equipment are also part of this plan), call 911 indicating the need for assistance from the fire department and law enforcement agency. Other communication networks should be identified and utilized in the event that the fire has caused damage to the available telephone systems, the University director or designee will assign a person to direct the fire department vehicles to the scene, determine quickly if possible the size of the fire, its nature and location within the facility and upon arrival of the fire department the facility Director or Designee should establish contact with the senior fire department officials and play the role of coordinating successive activities with him/her, make certain that all student and staff at the scene of the fire when it was first noticed are accounted for and are safe. Make certain that all students and staff after being accounted for are moved to other locations as required. A fire that is perceived in any way to be a threat to safety of the students and staff calls for evacuation to an outside area away from the building. All doors and window to other nearby buildings within vicinity should be closed and all electrical switches and breakers turned off, however time should not be wasted in doing this if the situation is an emergency. Any of the above steps may be done simultaneously as the number of staff on duty permits. The decision not to follow any of them is justifiable only and only if there is an assurance that there is imminent danger. If the fire is small, any of the facility’s fire extinguishers may be used to put it out if the staff member has received proper training, although there should be no delay regarding the use of extinguishers and if there is no any imminent in doing so.

The North Carolina Agricultural and Technical StateUniversity fire extinguishers are located as follows: Each staff member should be familiar with the use of a fire extinguisher and the nature of the fire should be a key factor in determining the course of action that should be taken and the color of smoke may indicate danger of the situation as follows: Yellow  smoke may be an indication of the presence of toxic gases and evacuation should be done without delay and no effort should be made to extinguish the flame. Gray smoke with wisps that are brown indicates an electrical fire again in this case the area should be evacuated immediately and all should stay clear of the area. Gray – Black smoke indicates that it’s a primary fire, evacuation should be done and staff may try to extinguish the fire but only if there is no grave danger of smoke inhalation. Ensure that there is no re-entry attempt until it is authorized by the fire department.


This planning process will flow in the following order

-Assembling of the leadership Team.

-Setting Vision, Mission and Goals.

-Initial Planning Assessment; evaluating the condition of the existing facility and analyzing the Community’s Demographics.

-Taking care of Governmental Relations ; Sharing of Information and garnering political support for the project

-Report of the team

From the beginning of this planning process, some disorder might surface in the process of initiating the project during which its necessary to propel the project forward. As the ideas that have been outlined in this plan progress to a more definite stage, there will emerge a need to conceptualize and critic ideas.

The by product will be chaos and the planning process will move from order into a state of chaos. It is in this chaos that more ideas emerge and are developed, but the chaos has to be recognized and assembled for deeper understanding in order to augment results in the implementation process

Through the chaos order will eventually emerge, equipment will be erected, the systems will work and the emergency Evacuation system will begin to run and function. It will be the final outcome.This will however require commitment on the part of relevant people, who can process information, integrate and come up with decisive ideas that are clear. 

This plan therefore is just a guideline pertaining to origin of the idea, but it not a blue print or a master plan. The only regret in this planning process is perhaps the realization that there Is a lack of application of proper and diverse research methodologies and which are very crucial in the process (Dwijayanti, 2010) and would have helped in optimizing the layout design; This has been contributed to by a limit in availability of resources such as time and money.

Emergency planning and training influences the outcome of emergency situations directly. Facilities that have a well prepared staff and a well developed preparedness plan are most likely to incur less structural damage and fewer severe injuries on the part of their employees. The following OSHA regulations will provide guidance in the creation of a preparedness plan and working towards making the North Carolina Agricultural and Technical State University safe as a working place and a learning/research institution not only for employees and students but also for the numerous visitors that come into the institution on a daily basis. They are; Emergency Action Plan-covered in OSHA standard 29 CFR 1910.38, Employee Emergency Plans and fire prevention plans. According to OSHA, emergency action plan covers the designated actions that employers and employees must take to ensure safety from fire and other emergencies. OSHA requires that employers must record emergency action plans in writing unless they have 10 or less employees in  which case he/she is supposed to communicate the plan verbally. Employers are therefore required to do a review of the emergency action plan with their employees to ensure that their employees have the required knowledge to protect themselves in case of an emergency  (International code council, 2009) OSHA’s fire prevention plan, which will be the guideline for this paper and which is also contained in the North Carolina fire prevention code includes the following part; List of major workplace hazards and their proper treatment and storage procedures potential ignition sources and their control measures as well as the type of fire protection equipment or systems that control the fire relating to them, Personnel responsible for maintenance of gears and systems installed to prevent or control the fires, personnel responsible for the sources of fuel hazards, maintenance and training and protection.
