Public policies that are not based on empirical research and theoretical models may be blind, obsolete and inappropriate. Models are the approaches that are developed with correspondence with factual information relating to the existence of a policy gap. Without models thus, public policies would be empty in terms of relevance and effectiveness. Execution of policies that are not based on facts and empirical research thus models may be a futile waste of public resources.

In conclusion, models act as blueprints or the skeleton, upon which public policies are developed and executed. This is because public policies must be established on verifiable facts and data that inform the policy gaps. Models act as the mirrors that reflect or the light that illuminates that gaps that public policies should fill.
