There are four steps of referral assessment for assistive technology (RAAT). These include, “referral and assessment; conducting the assistive technology assessment, the individual education plan (IEP) team meeting and making a decision and finally the implementation”. The diagram at the appendix shows how these steps are interrelated: they build on each other from referral to implementation. It must be noted that each of these steps contributes to the overall learning experience. This paper seeks to outline how the first step, referral and assessment, contributes to the process and experience of learning.

As the first step, referral and assessment is a very essential step. This is because it is the foundation upon which the rest of the experience is built upon. Therefore, if it is not well undertaken, the desired learning experience may not be achieved. According to Johnston, Beard and Carpenter (2007), referring a student for AT assessment is dependent on the procedures and policies of the school district. Moreover, after the referral is taken up, this step contributes in that the relevant data and information is collected. This includes student’s personal information, medical information and special needs, reports on hearing and vision, technology information on the equipment being used and services that were previously provided to the student. As a result, the rest of the learning experience is based on this initial assessment. After this assessment is done then the team is able to make a decision on the next step of learning for the student.  In other words, it could be said that the first step contributes in the situation or needs analysis.
