It is practically an undisputed fact that the era of global dominance by the tiny group of countries is at dusk. No one argues the fact that twenty years ago the destinies of the eighteen per cent of the world’s population were resolved not by their national governments, but rather the Soviet Union, the United States of America, the United Kingdom of Great Britain and Northern Ireland and China. Solely those countries applied their military and economic influence over the rest of the world’s community in order to allot the consumption of the natural resources according to their needs, while the interests of the tiny countries have been neglected. ‘Tiny’ does not necessarily purport geographical size of the country, but the economic, political and military influence of the country which participates in the international affairs. There were various indicators showcasing that the country was somehow dependent on the big players. For illustrating this point, the voting in the United Nations Organization was heavily influenced by the votes of the United States of America and the Union of Soviet Socialistic Republics. Once the US plenipotentiary representative in the United Nations casts his vote for or against a certain imitative or resolution, his opinion (i.e. the opinion of the United States of America) was immediately duplicated by the representatives of Brazil, Mexico, sometimes Canada and almost by all Commonwealth countries. Vice versa, when the counsel of the Soviet Union takes certain political course, quite immediately the officials dispatched by the countries of the Warsaw follow the pattern. Question of the universal importance were decided on the conferences, where less developed states were not allowed.

Leading countries never agree to yield their leading positions voluntarily. One of the most exemplary cases is the restorations of Germany and Japan after the devastating World War II. The economies of both countries appeared in the embryonic state, in particular the infrastructure has been destroyed completely, and the workers have been killed on the battlefields. Miraculously, the countries contrived to re-build the economy, got accessed to natural resources although numerous impediments have been made by the leading countries, like re-building plans, loans leading to debts and other chivalrous or sneaky techniques. The outcomes fetched are impressive: Germany is dominating over the European Union, and this country not only contrived not to turn into the country of third world, but somehow Germans managed to appear among the steering nations of the global community. The Emerging Powers Basics

Neither Oxford, nor Black’s law dictionary provide answers and the definition on what is understood under ‘emerging powers’. However, leading scholars affirm that this term is extensively applied to recognize the promptly increasing economic and political role played by the country. Other criteria to delineate the emerging power of the country is the feverish and constantly demonstrated aspiration to obtain the leading position in the world’s community and, what is particularly important, the availability of the natural, scientific and technical resources that enable the rapidly developing countries to attain their goals. Although the unanimous opinion has not been reached yet, international politics and economy scholars consider that eleven countries are to be considered as those, who meet the above stated criterion. Together with the Great Eight group, they form the Great Twenty Company. Namely South Korea, Turkey, Brazil, Argentina, China, Mexico, India, Indonesia, Saudi Arabia, South Africa and Australia are widely considered as the countries which, in the upcoming decades, will turn into the full-fledged competitors of the United States of America, the Federative Republic of Germany, Russian Federation and the United Kingdom of Great Britain and Northern Ireland.Undoubtedly, the economic and political flourishing of these countries will be of great benefit for the entire international community. In particular, international trade and relations will continue to develop, and I am firmly convinced that the tempos will even increase. The issue of the vital importance is whether the dominant international political forces will be able to adapt their concerns and interests of the emerging powers. It is particularly essential to ascertain whether the process of re-distribution of natural resources and spheres of influence will be placid and unaggressive.
