It gives recommendations on the possible directions that should be taken by the government of these countries to improve the state of the health field as the result of subsequent improvement in the level of socio-economic development of these countries.

Similarities that are the reasons for such low development of healthcare in this region are poor environment in particular access to the pure water, low level of education in the whole and awareness of the causes and consequences of various diseases in particular, low level of economic development and its social component as well. Cultural features are another essential factor to be mentioned. All these countries have a poor access to the health care because of two reasons: underdeveloped infrastructure and inadequate number of qualified healthcare professionals per capita. It is important to recognize that these factors are the main barriers of the possible and necessary implementation of the recommendations and obligatory communication in the healthcare field.

Tanzania, Uganda and Rwanda differ slightly in the level of their economic development. Despite a similar orientation of the economy, namely the prevalence of agriculture, they are at different levels of economic development. Rwanda is the leader among these countries. It should be stated that Tanzania is one of the poorest economies in the world regarding the per capita income. The level of education and the level of the healthcare facilities in this country is one of the lowest in the region. According to the World Health Organization (2005), Uganda faces similar barriers for the improvement of the health situation concerning the nutrition and housing issues, poor access to the healthcare and population’s education. High level of HIV/AIDS is inherent to Uganda due to the peculiarities in the cultural background.

It is essential to highlight, that Tanzania and Uganda should take as an example the path that Rwanda follows in the realm of improvement of the healthcare and economic situation in the country. Rwanda was like other region’s countries considering the problems related to the healthcare area. However, this country paid a great attention to the health problems, and it made substantial progress in these critical issues. It should be underlined that Rwanda implemented three health system improvement reforms aiming at controlling external aid efficient usage, “a country-wide independent community health insurance scheme and the introduction of a performance-based pay initiative”.


It is obviously that these countries could not to deal with these problems on their own. Naturally, government should conduct educational propaganda among the citizens and support financially programs directed to the all possible prevention and treatment of the most common diseases such as HIV / AIS, tuberculosis, diarrhoea, malaria and pneumonia. However, the world community should not ignore these countries and provide the sponsorships to them. Various projects aiming at raising the overall level of education in these countries, numerous trainings to the local specialists or that people who could be the healthcare workers in the nearest future should be funded. It should be stated that “direct, project-based aid to civil society will need to be maintained in the medium term”. It is necessary also to point out, that HIV/AIDS prevention and education programs as well as programs that are directed at reducing other diseases level because of low education of population; explanation of the importance of nutrition issues, child survival basic needs will reduce the mortality rates in these countries.
